The restraint is borrowed from an old Eric Stanton comic. The character is borrowed from Monkey Punch's manga "Lupin the 3rd".
Fujiko Mine seems to have run into a little tiny bit of difficulty on her latest caper. Seems her target didn't appreciate her coming on to him just to gain access to his mansion in order to lift some valuable items. So he's locked her into a device that will keep her quiet until he can summon the local law.
What he doesn't realize is that Fujiko Mine never met the lock she couldn't pick. So if she can reach the locks on this device (and the lock picks she has in her gloves), she'll be long gone. You see, catching Fujiko Mine and keeping her are two different things.
